POSITION TITLE: Technical Consultant for Transmission and Markets in the Southwest Power Pool (SPP)
REPORTS TO: SPP Policy Director
LOCATION: Flexible-Prefer residence with ease of access to meetings of the SPP Committees (Dallas, Oklahoma City, Kansas City, Little Rock and Omaha)
POSITION SUMMARY
This Technical Consultant is responsible for providing technical and policy advice to the Wind Coalition and representing the Wind Coalition in meetings of the SPP stakeholder process. The Wind Coalition (www.windcoalition.org) is a 501(c)6 trade association representing the wind energy industry in Texas and the Southwest Power Pool. Covering some of the windiest states in the U.S., the SPP is challenged by a lack of transmission policies that allow for greater use of wind energy. The Technical Consultant will participate in SPP meetings discussing issues relating to transmission planning, cost allocation methodologies, tariff drafting, generation interconnection issues, wholesale electricity markets, retail ratemaking, integrated resource planning, and production cost modeling to help bring about outcomes that will allow transmission to be built to windy, transmission-constrained areas.
Travel required.
PRIMARY DUTIES
1. Represents the Wind Coalition on certain SPP committees and work groups.
2. Interfaces with the regional transmission operators, Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), transmission owners and other electrical transmission related suppliers and state and federal regulators in order to expand the integration of wind generation in the SPP footprint. Works with utility transmission planners, particularly the SPP.
3. Communicates with all levels of management and members within the Wind Coalition and works closely with the Wind Coalition SPP Policy Director in achieving the consensus goals of the Coalition.
4. Provides input into the development of processes, policies and strategies for the wind generation industry that reflect knowledge of the FERC and state public utility commission regulations, anticipating the impact of those changes on tariffs and policies on the Wind Industry
5. Monitors and influences changes to transmission planning criteria, wind integration policy, cost allocation, rate recovery, and other policy when it is expected to impact the development to the wind industry.
TRAINING AND EXPERIENCE
Experience in transmission planning, cost allocation methods, tariff drafting, generation interconnection issues, wholesale electricity markets, retail ratemaking, integrated resource planning, and production cost modeling are preferred. A good understanding of the integrated transmission and wind generation systems is needed. Strong communication skills are important. Knowledge of the SPP is a plus. The individual should have knowledge of the technical aspects of wind energy. Strong organizational skills and self motivation are important. The individual must be able to work with members having competing interests. BS degree in Engineering or Economics required, Masters Degree in Engineering, Economics or Business desirable.
