EXECUTIVE DIRECTOR - The Wind Coalition

The Wind Coalition (TWC) is a regional renewable energy advocacy and educational organization comprised of leading wind industry and non-governmental organization members. TWC is the primary advocate for legislation, regulations, and policies that promote wind energy development in the ERCOT & SPP states.
TWC is seeking a full-time Executive Director to lead in continued organizational development, facilitate the process of policy development for the membership, head association interaction with SPP & ERCOT and state legislatures, governors, and utility commissions, and supervise contract lobbyists and regulatory attorneys and consultants. This is an exceptional opportunity for a highly motivated, experienced, and organized individual to help shape the future of electricity policy in the central United States. The Executive Director will report to the Board of Directors.
The job will likely require a significant amount of in-region travel.
Scope of Duties:
- Prepare TWC's strategic objectives plan for 2012-2015, obtain Board of Directors approval, and implement objectives.
- Manage annual budgeting process including new member recruitment, identification of grant opportunities, and the preparation or oversight of grant applications.
- In concert with the Board of Directors, identify key state legislative, regulatory, and policy issues, facilitate developing consensus among the members on those issues, and organize all legislative and regulatory strategy and advocacy.
• Manage TWC staff and hire additional personnel if/when necessary.
- Coordinate and manage TWC lobbyists, technical consultants, and legal counsel, hiring additional strategic or tactical support as needed.
- Identify and participate in ERCOT & SPP Committees relevant to wind industry issues. Monitor and engage in policy development on wind energy technical issues at the SPP, ERCOT, and state levels.
- Monitor other RTOs/ISOs/regions and coordinating with the American Wind Energy Association (AWEA) and other relevant groups as appropriate on FERC and other regulatory agency filings
- Facilitate all member relations, including organizing and running meetings. Track industry data and issues, while also obtaining member viewpoints on those issues.
- Develop tools, materials, and strategies to educate policymakers and key influencers on wind energy issues; prepare presentations and documents that comprehensively address wind energy industry concerns. Testify, if applicable, to legislative and regulatory bodies on wind energy issues.
- Serve as the primary liaison to other national and regional allies including AWEA, AWEA regional partners, and relevant solar or renewable energy associations
- Organize all office management (e.g., equipping the office, payroll, accounting and taxes)
- Manage external communications, including interactions with press, other trade groups, industry members, legislators, government employees and regulators.
- Facilitate internal communications including a website and newsletter and other member updates via e-mail and other communication forms.
Qualifications:
- Strong, proven leadership skills conducive to consensus building within a highly competitive industry group
- Exceptional oral and written communication skills
- Proven management experience
- Legislative or energy industry experience (10 years or more preferred) which allows the candidate to determine and communicate effectively how policy initiatives and competing alternatives impact the wind industry as well as other wholesale electricity market participants
Preference may be given to candidates with the following:
- Trade association and/or non-profit management experience
- Legislative or government relations experience
- Wind industry, electricity sector, and/or environmental science experience
- Law or other relevant advanced degrees(s)
- Successful fundraising or grant procurement activities
Salary and Benefits:
- Salary to be in the competitive range of wind industry/leading NGOs and commensurate with experience. Benefits package including health insurance, retirement package, and other benefits to be established, with compensation in lieu of benefits prior to establishment of that package.
